Governance is to be understood as the development of transparency, trans-sectoral quality control, accountability of all stakeholders, reinforcement of democratic governing structures, implementation of clear decision-making processes, and development of an internal system of checks and balances that ensure that the public interest is served. Governance concerns the vision and the strategy of an organization.
Management is an organizational function. The goal (function) of management is to get the best return on resources by getting things done efficiently. Management comprises planning, organizing, resourcing, leading or directing, and controlling an organization (a group of one or more people or entities) to accomplish a goal. Resourcing comprises the deployment and coordination of human resources, financial resources, and technological resources. Management is concerned with with the concrete implementation of the vision and the strategy of the organization.
